Is there anything that you can put in the anchors to prevent the ladder from sticking? Like lithium grease?

Just use pool lube. It won't mess anything up if it ends up in the pool.
Also, when you start to loosen the anchors, give the bolts a few turns and tap them down. This physically moves the anchor and loosens the rail. Then you can finish taking the bolt out.
