Instead of foam rope, would using foam pipe insulation suffice? While this wouldn't get all the water below the freeze line, I would think that it would provide room for expansion in case of the water freezing in the pipe. Thoughts?

how about putting your vacuum hose in the water (connected to your skimmer, of course) :-D and then running your filter in backwash mode?
