    I'd say its the 1.25 inch hose and connections. When you block one outlet you are basically going from 2 to 1 hoses feeding the 1.5 inch after the junction. The outlets and junction are restricting it further. Then when the other one is not blocked there is plenty of supply, so not much suction...

    They might move 1"-2" but not too much and usually only a few will move a bit. Wouldn't add wood. The only other thing I can think is that the top of the pool is too big? Is it at all possible that top bars are not fully inserted/attached?

    Is the liner fully flat, with no wrinkles, when the base is like that? Are you pushing out the sides as its filling? Also, hard to tell from the images, but the pavers look very small. You need something that allows the legs to be on the paver from the start and then slide out if it needs to...

    I had very hard ground so put 2" pavers 16"x16" to support the legs and 2" of sand covering everything else. This image was very helpful for laying out the pavers but would have been easier if the measurements were to the outside edge of the pavers

    Unfortunately I don't think there is any coming back from that without emptying the pool. The pavers look very short/narrow for the leg to have some room to move during filling or while settling. Good luck!

    You looking at 25' 10" x 13' 10" to the outer edges of the support legs but then you might want to add another 6" each side if you are putting down pavers so the leg will be in the middle. So at least 26' 10" X 14' 10"
