    You can go ahead and install the top rails. A lot of professional installers put the rails on before they fill the pool. A couple of inches of water should be enough to weight down the liner so it will stretch as needed. Leave the vacuum running until the pool is 3/4 full.

    You want to spread the liner and let it sit in the sun for a while before you install it. The sun will soften the vinyl which makes it easier to install and it will stretch more evenly as it fills. You will overheat before the liner does so be sure to hydrate yourself during the installation.
