3rd year & still no clue what I'm doing

I honestly have no clue where to even start. This is my 3rd year of owning a pool, and I have only had moderate success. I don't have a test kit, only strips, so I'm not sure what numbers I can provide. I have a Hayward cartridge filter that I can barely use because the cartridges DIEEEE within a few weeks of purchase, although I clean them as soon as pressure starts to rise. I can't even put one in the housing at this point, the whole thing just starts to vibrate. Until I can go get a new filter (I literally just bought one less than a month ago, but sure I'll go buy another...), I just have a skimmer sock and am running the pump to keep water circulating. I just... literally have no clue what I'm supposed to do anymore. The chemicals, according to test strips, are all where they need to be. These are some current pics, and it hasn't ever really looked much better than this, except the first year. And I assume that's because the previous owners actually knew what they were doing and closed it in a good state before selling the house. I can get it blue, but I can't get it clear. No matter how hard I try. I am so defeated and ready to give up for the second year in a row. Any guidance on where to even start would be immensely helpful. Please explain this all like I am 5 LOL

Hi, welcome to TFP! The best thing you could do for the quality of your pool water is to invest in a high quality test kit such as a Taylor K2006 or a TF 100. You will need to SLAM Process the pool to get rid of the cloudy water.
Can you tell us about your pool equipment? What brand and size pump, filter, and any other equipment you may have? How have you been chlorinating the pool?
