Hole patch suggestions

Making a long story short, Pool is 27" round. I have a large hole (tear) in the liner. About 4'X2". Its about 1" from the return.
I did patch it, twice, but seems to be still leaking as my water level has dropped 2" in the last 2 weeks. Its not hot here yet but has been extra windy.
Any suggestions on underwater patch kits with better adhesive?

Patches should be two or three thick. Cut a patch larger then the hole and glue it on. Then glue a larger patch over the first patch. then glue a larger patch over the second patch.

@zea3 may have ideas.
 
Boxer glue is said to work well, however if your tear is 4 feet by 2 inches then that is too big to patch. I’m going to assume the hole is 4 inches by 2 inches. Still big for a hole. You would want to lay two circular patches. The first patch should be 6” x 4” and allowed to set before applying the second patch which should be 8” x 6”.

Do not attempt to pull off loose pieces of the old patch. You can carefully trim off large loose pieces with small, sharp, blunt point scissors if needed.
