    pH is a property, and all water has a pH. It is highly unlikely any pool has a pH outside the range of any pool test.     Draining and refilling an inground pool, particularly in the spring, is fairly high risk of damaging the shell. Very few pools have any CYA after the winter.

    Can I put my SWG before the filter?

    The salt cell needs to be after the filter to keep debris out of the plates, and it needs to the last thing before the water goes to the pool because the cell generates hydrogen gas which could accumulate in things like filters and heaters.

    If your copper level is really 1.3ppm, you need to start with that. I’d get a test elsewhere to be sure that number is real, because it is very high. Fixing that will require a major water exchange.
