i have an older pool and the pool whips no not retract back into the wall of my inground swimming pool.

there are 7 retractable whips. Each are flexible tubing 16 ' long each that are activated by the water pressure pump,
after use they should retract back into the side of the pool wall below the pool surface water level. they will not
retract back into the wall, need to troubleshoot this to find the reason why.
