Concrete settled

I have an in-ground pool where the backfill settled easy 3” or more. I’m not sure if jacking it is an option. It is a lined pool. I assume the extruded aluminum coping is secured to the concreted surround? How does this effect jacking or replacement of the concrete deck?

Check with concrete jacking companies. I would be concerned that jacking may push the pool walls in or lift the steps.

Kind of surprised the concrete settled and the deck hasn't. Is there a water/drainage issue that causing this or was it just a bad backfill job. Also the pool looks to be a low point as well, has the entire area settled?

Pool area is raised from the rest of the yard. I’m fairly confident it’s a bad backfill job.
