What is the best position to have my Jandy valve in, to get most of the debris floating on the pool surface to go into the skimmer?

Wide open is best but it depends on what other lines are leading to your pump suction. Maybe a photo will help so we can understand what the setup is.
it also depends on your pump speed as to how much circulation is happening
