Can someone tell me what this is sticking out the left side of the pipe. My neighbors have said its a check valve, other people say its a vacuum breaker. I still don't know because I cannot find nothing like it online. I am trying to replace all this pvc and want to make sure and do it right.

I have never seen one before, but my gut says it is not a check valve. But, I've been wrong about 100 times just this morning..
