What is the proper replacement filter for a Hayward DE45 filter. Pool is 20X40 average depth is 6 feet

Your existing filter is about 22.5 sq. ft. of filtration area. It was designed for above-ground pools. That's using a "Dust Buster" (remember those?) to vacuum your house. You have a pool of approx. 30-35,000 gallons. Get a large cartridge filter, 400-500sq. ft.I guess it could be refurbished the clamp that holds the cover on is worn. I could also replace the cartridges. If the newer ones are not as good?

That looks more like a 60 sq. ft. Hayward DE filter (maybe 48), not a DE 45 as initially posted. Still, a large cartridge filter would be a good choice.

There are an abundance of VSP's available. The Waterway Power Defender 270 is a good choice and, at least for now, the least expensive. Good, relatively simple, stand-alone pump.
