Hello, we never use the pool light and I am wondering why the concrete changed near it. We have been in home with pool almost 2 years and its been like this since we moved in. Thank you!

It looks to me like you had ground water leaking in from around the light niche and staining the plaster below it.

It may have happened when the pool was initially plastered and while the pool was being filled before the water level got up to the light niche.

If you can reach down to the stain you can try 80/100 grit wet dry sandpaper on an area and see what color it exposes.
 
It is not unusual to see that with the older American "Amerilite" lights with the chrome-plated bronze light ring. As to why, I have never been given a good answer, but using or not using the light seems to make no difference.

Perhaps the water seeped through during build/plaster stage. My pool has plaster install planned shortly and concrete looks like this around the light frame
