Bonding for equipment

Isn't there supposed to be a copper wire running to these other bonded pieces from the Hayward box on the wall? Been here for years and just noticed there's nothing running from the pumps up to the box. Was about to rewire the Hayward box correctly because it's getting power and generating when the pump is turned off, and I saw this.

Yup, there is a bonding lug on the bottom of the box....

Before you do it yourself, make sure your local and state codes don't require bonding work to be done by a licensed electrician. But yes, it should have a bonding wire. Ideally it should be on pretty much everything that is energized in or around the pool, as well as anything else that is highly conductive (ladders, handrails). Many companies think grounding is sufficient, but it is not always so.
 
Yea I saw the empty lug but just thought was it completely necessary since it hasn't been on the system since we moved in 4 or 5 years ago. The timer next to it isn't bonded either. The two pumps are and then it runs into the ground next to the plumbing.

Bonding is a safety feature. Equipment runs fine without it.

Should it be bonded according to the NEC - yes.
