Inground spa - missing jets?

Hi all-
We're finally ready to work on the inground spa and replace some missing items from the pool. They've just been replastered and we're ready to replace whatever was missing.

It looks like we're missing parts for the jets. We have several PVC pipes with nothing covering them. Looking inside we see six sided nuts way inside. What should we be looking for to replace these?

We also have a few of these on our pool, 2 in the deep end on the sitting shelf and 2 in the shallow end on the steps.

I think those 6 sided nuts are the jets. That is where your water (and air?) comes out from. Do they work and you get water out? What is wrong with the way they work now?

It does not look like any parts are missing.

When you get the spa running see how the jets work.
 
I can't say this is the brand you have. The little hex nut thing is an orifice, where the water enters the jet, and may be adjustable (turn to adjust flow). You will get some water flow, but nothing like the jet pressure and no air will be drawn in.
