Spa valve question

I don't feel our spa is filtering properly. The basket never has anything in it and I cannot feel suction when the pump is running. Obviously the lower drains are working as they are always covered in debris.
This is the valve for it. If I move it to a centered position, it cavitates the pump. I'll never get the algae out if it won't filter properly.
Suggestions??

Could just be the pic, but the water looks very low compared to the input to the skimmer.. Which appears to be missing the weir door.

I "assume" that one side of the valve goes to the floor drains and the other side of the valve goes to the spa skimmer... When you select the middle position, the reason the pump would cavitate is that is is running out of water. If the skimmer line were clogged it would be as if the valve was still in the all floor drain position.. So to me this means that air is getting in via the skimmer line.
