oh ok thank you, yes it's a variable speed pump, and the jets are from the spa. it doesnt have a standalone pump. Yes, when I have the flow rate higher, it functions how it's supposed to, but when it's lower it does that. it doesn't look very good, I will do as suggested.

Hello, I rebuilt my spillway, and I thought I mitigated the surface tension with the addition of the lower piece. I do not know what I can do to fix the water, any input would help.
