I would turn your pump on high and broadcast 2 equal batches around your pool. I would brush your pool between batches. Boric acid dissolves very quickly! HTH Tony

Test strips are called guess strips in these parts, so take the results with a grain of salt. I would continue to follow Richards advice, two jugs of chlorine per day, until your kit comes in! Brush and vacuum the pool as well...adding all that chlorine maybe a waste.

I would think that adding 20 ppm a month would be a bit much...but with extra splash out/backwashing and heavy thunderstorms may be causing the decrease, hopefully it is just temporary. Can you provide us with your latest test battery?
