That's how SW PA was for us last year. Signed contract December the year before, was the second pool they started last year and should have been swimming May-1. We finally got in end of July! Late summer like weather had us in through October.

I have the same skimmer and keep it at the 3rd screw. If water level gets above the skimmer it will pull water in but never skim anything off the top (bugs, etc). Too low and you'll pull air into the system.
