Is water leaking out of the PRV?

Is it cracked or damaged?

When I put my hand over it, I do feel a little water flowing. It does not appear to be cracked or damaged, see attached pictures...

A little water flowing from the valve is normal. It is regulating the water pressure.

I'm trying to figure out why, all the sudden, i'm not getting good movement from my Polaris 3900. In the wall, I have the 'blue' restricting disc to help increase water pressure. Its been this way for years.

The Polaris is powered by a new Pentair LA01N + new IntelliFlo3 (running at 2500 RPM). All the sudden, the Polaris is just crawling. However, it was operating normally just a few days ago.
 
Do the wheel RPM test as shown in the Polaris manual.

Try tightening the PRV so that less water escapes.

Failing that, remove the blue restrictor.
PRV is as tight as possible. Removing Blue Restrictor allowed WAY too much water and it was gushing out of PRV, so I replaced blue disc.

I also checked Water Management System and I dont see any evident cracks, leaks, or blockages.

When I have hose connected to UWF with blue disc, I get good flow out of the hose (when not connected to Polaris 3900.

Waiting on new PRV to try that..
 
If these two valves (Red Dots) are closed, the pump cannot get any water.

Old picture, I assure you that all the valves are wide open and positioned for pool mode. Evidence is getting a good water flow thru Polaris feeder hose (without Polaris connected) and seeing nice water movement from Pool Return eyeballs.

I replaced the PRV with a new one and that seems to have improved the movement. Still looks a little sluggish but substantially better than before. Will find some time to do RPM test and see how many revolutions i'm getting.
