Air bubbling in skimmer housing while blowing out the line

Hello,
I had a company out to close my pool this weekend. When they were blowing out one of the skimmer lines and installing the gizmo, air was bubbling up through the gunite around the top of the skimmer housing and around the plug, which is not connected to anything.
Is there any explanation for this, other than there being a leak where this pipe meets the skimmer housing?
I’m not sure how to post a video on here but the arrows in the photo show where the bubbles were coming through.

What is the deck around the skimmer?

Can you dig down or burrow under the deck to expose the pipes leading into the skimmer?

There is poured concrete around the skimmer but other than that it’s just grass. We haven’t tried to expose the pipe yet.

We’ve suspected that there was a leak since we filled the pool, but we’ve had a leak detection company here twice and they couldn’t find anything. They pressure tested everything multiple times, used the ultrasonic leak detector, and dived so this is even more confusing to us.

That looks relatively easy to dig down around the skimmer and expose the pipes and see what is going on.
