New Pool Owner, need help with stairs

Hey TFP, in new here even though I have been reading for months. Learned a lot and very thankful for the community!

I recently purchased a home with a pool and decided to take care of the maintenance myself.
There’s a black substance on the stairs of my gunite pool that I can’t seem to remove. I’ve been brushing for weeks. Tried to break up some trichlor tabs, set on the steps and also have brushed them with the stairs.

Does anyone know what this is? A way to remove it? And the only option I’ve found online to replace the steps is to get the concrete around and steps cut out. The home is from the 60’s I’m assuming the pool is also.

Looks like some form of metallic corrosion. You are not going to get those steps looking like new so what is your objective?

Ok thank you. Well I couldn’t find any info for removing the steps easily, or is there a way? Could I partial drain and paint the steps or anything? Or just leave them as is for now? Will get the pool resurfaced next season more than likely.
