Surface rust on the pool ladder

My pool ladder has surface rust residue where the treads connect to the side tubes. This has been the case for a few years. The bolts, washers and nuts that are below the surface are also rusty. I decided to take the ladder apart and try to clean these parts, reassemble them and install the ladder. I thought these parts were all stainless steel. I am wondering if the salt water generator is contributing to this condition. There is an anti-corrosion zinc anode inline downstream of the filtered water. Thanks, Jim

There are different grades of stainless. Some does rust. Your SWCG doesn't contribute.

Get some Bar Keepers Friend to remove the rust. "Stainless" means, in most cases, not easily-rusted, not it won't rust.
Human tears, at 200,000PPM salt might rust that railing. An SWG's required 3,000 - 5,000 won't. That rust is just the nature of the particular grade of stainless used for a combination of strength and anti-corrosion.
