Electrical shock

I have a swim spa that we just added a new motor to it. My issue is that if we touch both the spa and pool side simultaneously we get a light shock. We’ve had a professional electrician wire the swim spa to the house so I know that’s fine. Our 60 amp gfi doesn’t trip when we get the shock. We’ve had a professional spa repair guy replace all of the pumps, electronics, heaters, etc. He says it’s grounded but I don’t know…
Anyone else have this issue and know hot resolve it?

You have an equipotential bonding problem.

Is your pool and equipment bonded? Is your spa also connected to the same bonding grid?

While portable spas do not require a bond grid they are (or should be) bonded internally. In my back yard there is about 6v between the ground you stand on and the electrical ground, so you can get a tingle just touching the water when barefoot on the ground. I suspect electric livestock fencing, but who knows for sure? If I put a ground rod at the tub (thus bonding it) that would stop.
If properly wired on a functional gfci breaker any loss of main power to ground enough to feel will trip it, so I am inclined to say it is either not properly wired or it is not the source of the shock. The low-voltage side (lights and controls) can short out completely and not trip the gfci as it is on the load side of the transformer. Do the lights work? Any leaks?
