Aquapure RS cell voltage low

I checked the voltage going to the cell. Haven't messed with the transformer voltage.
Three port 1400 aftermarket cell (currently sent back for possible warranty)
New three way sensor
New Zodiac R0467600 Printed Circuit Board (old one was giving the dE fault code)
Salt level at 3700 tested with electronic tester
Water Temp @ 89 - 92 degrees depending on time of day.
 
As you can see, the primary can be wired for 120 or 240.

The secondary should output 32.5 Volts AC or 37.5 Volts AC.

It think that the controller can select the output of the secondary depending on the current going to the cell.

I think that it chooses the voltage to keep the current more consistent.

You can check the resistance of the primary and secondary windings.

The DC voltage should be 27 volts under load.

You can check the bridge rectifiers.

In case you don't have it, here is a factory training reference that shows how to measure everything and deduce what's wrong from the measurements. If you step through it, at the end you know what component is bad.
 
@generessler Thanks for that - I asked for permissoin for access. I found an online version that showed the test points and values as well. The transformer is good :) however the PIB that I just installed was not :( BUT it was from amazon and returnable for a new one :). I should be back in business in a day or two.
