Well.. Your Intake valve appears to be in the Pool position and your Return valve appears to be in the Spa position. That is correct for the Spillway function..
But unless you set up the spillway function, it is more likely that your Return valve is either broken, or just set to the wrong position.
Why do you think that your system is in the Spillway mode???

1. I don't know why.
2.I assumed I had messed up/set something wrong when I made changes to the ET 4 (just bought the house a week ago) because the spillway was not on all the time the day I moved in. I wanted to change some settings for spa and heat, etc and those went fine... but I must have done something that impacted the spillway, but via the ET as I did not change any valve position manually.
3. There was a separate schedule for spillway which I deleted. Don't know if that had an impact.
Seems so simple... but obviously I'm missing something glaring.
