Start up - no chlorine available-Dichlor-PermaSalt

I’m helping a family member start of a pool. They just bought the home. It is not near my home, so I had to travel this weekend and encountered some issues:
1. It had a PermaSalt system. I knew nothing about that- but so now. We Weill remove this and replace with a SWG.
2. I didn’t realize that chlorine, at least in this market, is not available. Many stores, even though they limit quantities, were out of gallons. Not sure if pool stores are open for customer traffic in this state. 7 Walmart’s in the area were sold out of their 10% bleach in the pool supplies.
3. Dichlor is available, and our CYA was 0... so I thought it was a good plan to use this seeing as how pool is heavy green.

I’m familiar with the SLAM process, but I don’t like Dichlor. We haven’t added any stabilizer because I didn’t know how much Dichlor we would add in the SLAM process. So we are adding Dichlor using the CYA we have... currently about 30 CYA 36 hours in the process.

Once we get to 50-60 CYA we were going to definitely stop Dichlor and widen our search for chlorine.

With TA at 90, PH at 7.2, and CYA at 30- we only lost about 7 ppm of chlorine during the days SLAM, a cloudy/rainy day with temp of 50.
Pool is green. We are vacuuming band removing leaves at bottom that we can’t really see. I have done about all
I can see. Regular backwashes and rinses . Am I missing anything?
 
Sounds like a good plan. What is the CH of the pool water and fill water? Could you use Cal Hypo for awhile? Have you checked Home Depot/Lowes/Ace Hardware/Tractor Supply for liquid chlorine?

The CH is within goal range, but I’m not sure what it was. I was teaching my student to follow the directions in the kit for testing. I totally forget about the Lowe’s and Depot. Those stores had lines to get into.
