I just started a new pool, inground plaster 4,800 Galons, with an Ichlor30 and 1 HP pump running about 3 hours a day at 100% output, Salt level is 3100 PPM, Cyanuric acid around 50 PPM, however, the chlorine level is VERY low....any ideas?

What test kit are you using?
What is your complete set of water chemistry?

Running your Ichlor30 at 100% for 3 hours a day will give you about 3ppm of FC. That is normal daily pool usage so I would not expect your FC to rise at all. The FC the SWG generates will be consumed every day by the suns UV rays.
