Wrinkles in floor

Okay, when we (or rather, hubby and son) started filling the pool, hubby got in to kick out the wrinkles on the floor per instructions, with 1" of water in the pool.

He didn't do a great job (but bless his heart for trying!!), so now I have wrinkles all over the bottom! He said the water had weighed it down so that he couldn't get the liner to shift.

So how can I get the liner to unwrinkle? I've heard of using a plunger, but don't understand how to do it...
 
You have to have an inch or less of water in the pool to work wrinkles out.
 
If you have very minimal water in the pool, get on your hands and knees and push them out with your hands in every direction while starting in the middle and working your way out.
