WINTER COVER and SKIMMER BASKET Question

Hi All I live in NH and we have very cold, harsh winters. Lots of heavy snow and freezing temps. I have searched all over the internet trying to get an answer to my question, but have had no success. Can someone please tell me if the winter cover is suppose to go OVER the skimmer basket? Thank you in advance.

I put the cover & cable above the skimmer- so there’s no pressure from the cable on the skimmer, only on the pool wall. I then put a garbage bag or a small tarp over/around the skimmer w/ a bungee. Be sure to add something inside the skimmer that can be crushed by expanding ice if the displaced pool water makes its way into the skimmer.
