Will replacing pump lower electrical costs

Or get something like TED5000 ( http://theenergydetective.com ) and you can SEE what is running up your electric bill.
I second this recommendation. I just installed a TED5002 (the 2 stands for 2 monitoring units), with one unit on my main breaker and one on the sub-panel running my pool and hot tub equipment. Right now my hot tub is costing me about 3 hours a day (6 kW electric heater) and it is fairly warm outside. I wish I had the TED installed last month (I have only been running it for a week), I bet my winter costs were quite a bit higher. By the way there is a way to teach the TED software to recognize the electrical signature for higher current drawing appliances like a heater or a pump so that you can capture its specfic energy usage. I have not tried it yet but if it works, it will be useful.
