Will pool overflow that exits to the curb work if there's street flooding?

Once flow reaches the street, the "carrying" power of the flow in the street will actually aid your overflow in draining. It's a bit counter-intuitive, but so long as your overflow is not draining into a body of water higher than the head pressure you can develop, you're fine.

Now if there's 6 feet of water in the street, like Harvey produced in many neighborhoods, well, you've got bigger problems!
 
What matters is the elevation of the two bodies of water. Water will always flow from higher elevation to lower elevation. So as long as the street is at a lower elevation than the pool, water will flow from the pool to street. Unfortunately, the opposite can happen as well but I suspect that would involve flooding of the house as well.
