Overflow always flowing

The grate in the picture is my overflow. The bottom of it is very close to the water line, which means even a slight breeze will throw water into the grate and out to the curb. As such, my cube is wet 95% of the time. I’ve thought about covering half of the grate with something to help, but thought I would ask the smart folks here before doing anything. The pool was designed like this. Seems flawed…
 
Yup, it is flawed.

I would duct tape a plexiglass plate to block the grate to the level you would think works. Once you are sure you have a good level selected then use some silicone to attach the plexiglass plate.
 
Maybe the autofill is leaking and adding water to the pool or it is set incorrectly causing it to fill too high?

Maybe the drain is too low?

Can you show where the water level is for the skimmer?

Can you remove the grate and show in the fitting?
 
The water level should hit below the trapezoid (Weir Door Stop) but above the 50% mark.

The overflow should be set so that the water level does not drain until the water rises above the bottom of the trapezoid.

If it’s just a matter of the overflow drain being set too low, it looks like you have some grass behind it. It might be worth digging around a bit to find the pipe that connects to the overflow. You then add a simple ball valve to the drain pipe and put a small irrigation box around it for access. That way you can control the water discharge a bit. You can certainly cover the grate as well to try to keep stagnant water from building up in the pipe.
