Why won't you move?!?

:( I've got a Hayward pool vacuum (don't ask which model- it's all faded away). I've taken it to the local pool store 2-3 times in the past 5-6 years, and it's had bits and parts repaired and replaced. The issue I'm having with it now is that it won't move very fast- it's practically sitting on bottom of pool.

I've pulled the vacuum up, and there's nothing jammed or stuck in the gears. The pads and wings are all intact, and as I'm holding it under the water (upside down & right-side up), the pads are walking, and the suction is good. But then as soon as I send it back to the pool bottom it just sits there.

Is there a way I can adjust the vacuum, or some specialized way to repair this weird problem? Thanks!
 
Mine just sticks to the bottom of the pool like a gray leech when I need to backwash. Also, I have to keep the suction hose away from the return jet or it gets stuck in one area of the pool. I made a bumper out of a chlorine jug that hangs over the pool top rail between the skimmer and return and that helps quite a bit.
 
Thanks for all the suggestions, and ideas. I'll have to backwash tomorrow, and then look at how strong the pressure is.
I feel I might have a problem with my hose, and maybe one of the sections does have a small hole or crack in it.

Does anyone have a preferred type of vacuum hose that has worked well for them. I'm in dry, hot Arizona, and typically anything outside for more than 6 months will disintegrate.

I've gone through and checked the hose for holes, and suction strength- it all works well. I hooked up a vacuum head to a pole and was able to sweep and clean the pool, so I know the suction and hose work well.
I looked at my vacuum more closely and I believe it's not moving because of a broken/lost spring. I've added several pictures, and needed to know how easy this would be to repair. Are there instructions or videos on how to take apart and repair these vacuums. I'm so not in love with this thing.
