What is this white floating material? We have had problems with our SWG and have been shocking with liquid bleach and are finally maintaining at no more than a 0.5 ppm fluctuaion overnight.

Are you using plain bleach? Many household bleach is now have additives that can be problematic for pools.
Another possibility is pollen. There's a lot of organic material falling from trees this time of year.

I call pollen. I have a ton of it on the top of my pool water and my patio table and chairs are also covered in yellow...
After a closer 2nd look, I can see your floaters. At first glance, I thought you were having us look at what appears to be sand dunes on the bottom. Whew! Glad I was wrong about that. Sooo, I call pollen as well.
