When to resurface and stains

This plaster pool came with our recent home purchase. I’ve got the water in a pretty good place, just increasing the CYA a bit more. However I have these stains which I assumed were from oak leaf staining as they’re on the end directly under an oak. However I’m not finding placing a tab over them is making a difference. Thoughts?
Second question is how to tell when the pool needs resurfacing. One of my photos has a section where it looks like a thin layer of the top plaster is gone and the steps look worn at the edges.IMG_9332.jpegIMG_9333.jpegIMG_9334.jpeg
 
So long as it is holding water you are good to wait as you save up your pennies for the re-plaster. Have you tried rubbing a vitamin C tablet on those stains? Just something else to try. Make sure it is a white one.
