What is this?

Helping a new pool owner sort out their new pool via photos. Is this a Polaris valve or a PVC insert to blow out the line during closing? Or something else?

I doubt it is a cleaner connection. Can the L be unscrewed from the pipe?

Just unscrew it. Looks like one of those cheap waterfalls you screw into a return jet

That far up the side it is probably an overflow drain.

That makes sense because if it’s height. My return jets and Polaris line are lower.

Well if it's an overflow why would the water be above it. You would think its supposed to keep water at least level with it. It can be a return. Almost looks like the guy here on the forum came up with the idea 2 years back that when winterizing, instead of dropping water below the return to clear the line they made an extension that came up above the water line, blew it out and capped it off for the winter.
