What is this on my tile and how to get rid of it?

This has started to come up on my tile all around the pool. Where the water hits the tile, it is shiny; above the water line, it is cloudy looking and not slick. FYI, I always have to add muriatic acid at least once per week to our pool as it usually tests 8.2 range. I also frequently have to add calcium hardness nicreaser. We have a gunite pool with pebble tek, and it is two years old. Water has always been crystal clear. What would cause this? And, how do I get rid of it? Please see attached picture. I tried to take a sideline view as that is how it shows up the most.

It's hard to capture in the picture, but it goes all the way around my pool and tanning ledge. The tile below the water is shiny and slick. the tile above the water is foggy/cloudy and you can scratch gunk off. I can take a Mr. Eraser and get it off and make it shiny, but in about a month, it comes back, so I'm trying to figure out if I need more calcium, more muriatic acid, etc. My calcium is usually in the 300 to 350 range. I added a lot more last time and got it up to 375. My pH is usually 8.2, so I always have to add muriatic acid.
 
It is a pool scum line and has nothing to do with your water chemistry…
