What Are These White Flakes in Liquid Chlorine?

I poured out some 12.5% Hasa Chlorine into a measuring cup and it seemed a little more foamy than I expected and there were small white flakes floating on top. Picture attached. Is it bad chlorine, or anything to be concerned about?

The flakes are probably salt. Normal.

Foam I have no clue about.
