Weak flow = old worn out pump?

I installed my pool 10-11 years ago.
My 1hp Hayward pool pump is running, but the pressure coming out of the wall jets is very low, and when I switch it over to spillover it's equally weak.
In fact it is so weak that the flow sensor is not registering any flow so the chlorinator is not running.

I'm SLAMing my pool as we speak to clear that up and will manually chlorinate with bleach while I figure this out.

My pool pump is quite old - do they wear out to the point that they exhibit this weak flow?
Are there other things I should check before assuming it is bad and replacing it? Clogged lines?
The pump sounds fine - no bearings going out that I can tell. I have had it rebuilt at least twice over the years.

First thing to check is the filter. Do you clean it when the filter pressure rises by 25% over clean pressure?
