Water spigot with disintegrated handle

Under a skimmer cover I Have this spigot. In the pool is a plug to keep water from going in I guess. I assume that the spigot could be used to fill up the pool faster if it had to be drained? I've never tested it. I looked in there yesterday and saw that the handle has disintegrated. I'm not sure if I'd be able to repair this or if I'd need to bring out someone qualified. One wrong move and it seems like I'd have water firing out and I would have to shut the water off at the street! Anyone know exactly what this is for?

That appears to be an autofill that was removed and the valve put in its place.

There should be a valve from your water supply that allows for that line to be turned off. Check near your equipment pad, a nearby water spigot, etc.
 
Also -- it only appears the handle has corroded. The valve itself looks fine. If you are not planning to reinstall the autofill, leave it alone.
