Water seeping through shotcrete normal?

We have build up on an exterior wall of our sit-and-spin spa. It is coming through the glass tile. The builder first said it was from water splashing over the top. We strongly disagreed, so they then said it was normal for water to seep through the shotcrete. I'm surprised to hear that is normal. Pool is 8 months old.

What does the best group of pool owners think?

Shotcrete and gunite are not water proof... It takes plaster to make them water proof.

Ground water can cause them to weep and we have many pictures of this problem.. Not generally a problem, unless they weep so much you can't plaster the pool..

If water can collect behind the wall in your picture, then the wall should have been waterproofed before they installed the tile. It is not normal for it to do what is happening, no matter what the pool builder says..
