Water level in NYC with vinyl-over-steps

When lowering water level in pool for winter, the top stair or two become exposed and vinyl begins to come away from wall/step. Is that ok to leave for winter or better to not lower water that much? Water level is currently just below the returns, which are at 18", and a good six inches below skimmer. We are in New York City so expect cold temperatures but nothing crazy. Tx
 
You don't need to lower the water that much with a vinyl pool. With a plaster pool the water level needs to be kept below the tile line. With a vinyl liner pool you an just lower the water below the skimmer mouth. You want to keep water below the skimmer box.

If we get more of a rain then snow type winter you should monitor the water level of the pool and keep it below teh skimmer. Pump water out during the winter using a submersible pump. It sounds like for you to lower the water so it covers the top step and give some room for rain to fillt he pool before it gets up to the skimmer box.
