Well, my water level is dropping. I assume the outdoor water line is frozen and I won't be able to get water into the pool. If I turn the pump off or on low it has a slow drip from the lid. I've already replaced the O ring and I'm still having trouble. When I turn the pump on high, the leak stops but my pressure gauge is all the way to the right side, high end and the pump basket isn't filling all the way with water. But there is water moving.

Definitely sounds like your pump o-ring still needs work. Either some pool lube or replacing. When it's on high, the vacuum force is filling it down tightly to seal it better. That's different than the leak issue though.

O rings will shrink and loose seal when cold. That is the way we lost the Challenger Space Shuttle.
