Water Leaking from deck jets when vac is on

Hi All,
I have a new issue.
My pool has deck jets that are connected to a separate pump but there is a line running from the deck jets to the main return line. (See pic).

1.) When vac booster pump is running there is a steady leak of water out of the deck jets. This never used to happen, started this season. I thought maybe during a freeze the check valve broke. BUT between the deck jets and main return, there is a valve which I have in the off position, therefore water should not be going through even if its making it through the check valve.

2.) When spillover is on, and water is returning to the spa only, I feel negative pressure on the jets in the pool (This might be normal, not sure). they almost feel like a vacuum.

What can cause the deck jets to leak water out suddenly when the vac is on?

Not sure why your cleaner line is plumbed that way, but yes, if either or both of the valves after the booster pump don't close completely it will cause what you are experiencing. The booster is designed to add pressure to the flow to get the cleaner working properly. If you never use the booster to run the deck jets you can cut the check valve out and glue a cap on what appears to be 1" plumbing. Problem solved.
