11.5 inches above the light. I had filled it at one point because I didn't know what to do with the freezing weather on its way, but haven't refilled in a week

He said he got in pool but I think it was to inspect main drain he said if was too cold and could not stay in very long. They said they tested main drain and it appeared fine.

Not to be rude.... But this is exactly why you hire someone specifically trained in the industries premier leak detection techniques not a pool company, you get what you pay for.

Being it leaked BEFORE they replaced the liner I would think it has somthing to do with somthing else like a crack in the skimmer, broken main drain, or the most common thing I see is a broken conduit. If it wasn't leaking before they did the liner then yes I would say check all places where gaskets, and new faceplates were put on. I have had a leak where you are talking about once in my career.
