I currently run my vs pump 24/7 and would like to keep it that way. My question is because i only run at a higher speed for 2.5 hrs a day will a swg be able to create enough. Will it produce at 800 rpms or only work while on a higher speed

I can't think of a single reason that you would want to run a pump if you are not making chlorine...
Like PG, I set my "normal" speed to be about 100 rpm higher than what it takes to turn on my SWCG's flow switch... In my case, the switch closes at 1100, so I run 90% of the time at 1200 rpm...
Choline generators are either on or off... The amount of water passing through them does not change the amount of chlorine they generate, as long as there is enough flow to turn on the flow switch, which is a safety feature.
Are you thinking of buying a SWCG? If so, make sure the cell you buy is at least 2 x the volume of your pool. So in your case, you would need a cell rated for a 40K pool..

I have the IC40 and it works well for me because I have Pentair's EasyTouch automation system... I would not buy the IC40 if I did not have the EasyTouch as there are better options out there..
Pump run times are more of a personal choice rather than an absolute... I have a SWCG and run my pump 24/7, most of the time at 1200 rpm. This allows me to turn the cell's output down low and generate a little chlorine all the time, rather than a lot of chlorine at once.
With an 18 K pool you will need to run your pump for about 8 hours to generate 3 ppm of chlorine each day.. (Most pools use 2 to 4 ppm of FC per day)...
I truly doubt you could tell the difference in your electrical bill running at 800 vs. 1200 rpm 24/7... As you drop below 1000 rpm the "actual" gain you see is almost zero..
As an example... I can run my 3 HP VS pump 24/7 for less than $20 bucks a month... Not a whole lot left to save...

In "theory" bleach and a SWCG cost the same... With bleach you buy it once a week or so for five years and it costs you a load of cash.. With a SWCG you spend the same load of cash up front and then enjoy the "free" chlorine for the next five years..
I went on a 21 day vacation a few years ago and the SWCG allowed me to not worry about my pool the entire time. The FC was perfect when I got back...
