Walls caved in from rain. Crushed Rocks below rebar?

This is exactly how it should be treated. My concern was and still is the rebar. That's the least reinforcement I've ever seen which is especially concerning because is looks like your soil is mostly sand.

If you don't have an independent pool engineer that you can engage to perform an independent 3rd party review I would call the folks below. Look at the FAQ's and other pertinent sections and click on the "consulting services" tab. I've never used these folks but they appear to be very active in pool design and construction support. A lot of owner builders use these folks and you can read many posts on this site that reference them for the design. I would start with two questions:
  • How should this repair be performed?
  • What is your professional opinion of the design that is being used?
They will probably charge you a fee for an "independent review" of the design. It will likely cost a couple hundred $ and it may be the best $ you spend. I've managed billions of $ of construction and an independent review is very common for critical work. The link I provided below shows a section of the website about reinforcing the structure. Please look at the 2 photos included in this section and note the spacing of rebar compared to yours. Looks like this verifies what Bdavis is indicating. You can see why he asked the question "are you sure they're done". I also looked at the ASTM code and it appears most builders space the rebar to minimum code spacing which runs 2-3 inches for common installations. I'm hopeful your builder just isn't finished with the rebar yet. Also, you should be above board with the contractor that you want an independent review. He may not like it but the better ones know there is benefit to the constructor in having a third party review before he starts doing work that is costly to undo.
