Variations in plaster appearance

I'm currently draining a bit to replace some water and I've always wondered why my plaster looks like this. I know for a fact that it hasn't been redone in over 12 years. What causes this, and is there a fix for it?

Looks like worn etched plaster. Water chemistry may have had low CSI at times.

The fix is a replaster job sometime in the future.
