You need a proper test kit. How are you testing?
Follow the SLAM process.
If you don't think you need to SLAM, at least do the Overnight Chlorine Loss Test. Link-->Overnight Chlorine Loss Test
You fail, you SLAM.

I've been using a Poolmaster 22260 5-way test kit.
